Executive Condominiums (ECs) are not HDB flats. They are sold with certain
restrictions so that they are available at affordable prices within the reach of
middle-income Singapore families who have aspirations of owning private
housing, as ECs become private property after 10 years.
Prospective EC buyers are subject to initial eligibility and ownership restrictions, which are similar to those imposed on buyers of subsidised HDB flats. For instance, only a Singapore citizen family nucleus is entitled to purchase an EC, and buyers have to meet a 5-year Minimum Occupation Period (MOP) before they are allowed to sell or rent out the EC.
During the 6th to 10th year after TOP, ECs can only be sold to Singaporean or
Singapore PRs. Units can also be rented out for rental income.
After 10 years, all restriction are lifted and units can be sold to Singaporean,
Singapore PR & Foreigner.
EC Eligibility
Couples, families, siblings, and groups comprising singles, may apply for an EC if they meet the set of eligibility conditions.

● 1st Applicant must be a Singapore Citizen (SC)
● At least 1 other applicant must be a Singapore Citizen (SC) or Singapore
Permanent Resident (SPR)
● All singles must be Singapore Citizens if applying under the Joint Singles Scheme
Age
● At least 21 years old
● At least 35 years old, if applying under the Joint Singles Scheme
When you book an EC unit with the developer, you must bring along the following documents of all the persons listed in your EA application:
Identity documents
– Identity cards of all listed applicants/ occupants
– If you are employed, or serving National Service under the Singapore Armed Forces/Civil Defence / Police Force, you will have to log in to the Singapore app to facilitate Verification of your digital IC
– Passport for non-citizens
– Birth certificate(s) of your child(ren)
Verification of relationship
– Marriage certificate, if you are married; or divorce certificate, if you are divorced
– Death certificated of spouse, if spouse is deceased

Income Ceiling
Gross monthly household income Must Not Exceed $16,000.
(However, 20% of the EC Sales have income exceeded $16K, with HDB approval)
Property Ownership
● Applicants / occupiers do not own other property overseas or locally, or have not disposed of any within the last 30 months
● You have not bought a new HDB/ DBSS flat or EC, or received a CPF Housing Grant before; or, have only bought 1 of these properties/ received 1 CPF Housing Grant thus far
● Commercial property owners might be allowed to apply for EC.
Forming A Family Nucleus
Public Scheme
The Main Applicant (SC) &
● Spouse (and children if any)
● Parents (and siblings if any)
● Children under legal custody, care and control
(for Divorced / Widowed applicants)
► Must consist of another SC / SPR
Fiancé/Fiancée Scheme
● Written parental consent needed if spouse-to-be is 18 years old and above, but below 21
► That person can only be listed as an essential occupier in the flat application.
► Written consent from that person’s parents/ guardians must be submitted during the EC selection appointment.
● Special Marriage License needed if spouse-to-be is below 18 years old
► Following your flat application, you must obtain a Special Marriage License from the Ministry of Social and Family Development and submit it to us during the EC selection appointment.
Submission of Marriage Certificate
Under this scheme, you need to submit a photocopy of your marriage certificate to the developer within 3 months* of collecting your keys to the EC unit.
*Applicable for Option To Purchase granted by property developer on or after 1 May 2018
Orphan Scheme
You and your siblings (those applying) are orphans and single (unmarried,
divorced, or widowed)
● All of the siblings that are single must be listed in the same application
● At least 1 of the deceased parents was a Singapore Citizen (SC) or
Singapore Permanent Resident (SPR)
► Two unrelated Orphans can jointly apply for a EC.
► There is no grant for Orphan Scheme.
► Note that under the Orphan Scheme, siblings are not allowed to buy or
rent flats separately
Joint Single Scheme
The applicant & up to 3 other co-applicants, and ALL of you are:
● Single (unmarried, divorced, or widowed)
● Singapore Citizens (SC)
● Applying jointly as co-applicants
● At least 35 years old (Widowed at least 21 years old)
► The CPF Housing Grant for singles is Not Available when buying an
EC
Singaporeans’ Rights to 2 Subsidised Housings
1st Timer Application
You Must Not:-
– Be the owner of a flat bought directly from HDB, a DBSS or an EC bought from a developer; or
– Have received any CPF Housing Grant for the purchase of a HDB Resale flat; or
– Have benefitted under the SERS or privatization of HUDC estate etc.
2nd Timer Application
You have owned / sold or current owner of:-
– HDB flat that was bought directly from HDB (BTO); or
– Any resale HDB flat that was bought under the CPF Housing Grant Scheme; or
– A DBSS / An EC bought directly from the Developer; or
– Have benefitted under the SERS or privatization of HUDC estate etc.

Citizen Top-Up (for SC/ SPR households)
You may apply for the Citizen Top-Up of $10,000 when a qualifying member of your SC/ SPR household obtains Singapore citizenship. You must submit your application to HDB within 6 months of being eligible for it.
Usage and distribution of housing grant
The CPF Housing Grant can be used to:
- Offset the purchase price of the EC unit
- Reduce the housing loan required for the EC unit purchase
If your household is eligible for the CPF Housing Grant, all members of the core family nucleus will receive equal shares of the grant. It will be fully credited into the CPF Ordinary Accounts of SCs and SPRs.
Note: Only core applicants can use their housing grants to pay for the EC unit purchase.
2nd Timer Resale Levy
Situations in which a resale levy is payable
You need to pay a resale levy in either of these cases:
● You dispose of your subsidised flat and then buy a second subsidised flat
from HDB
● You dispose of your subsidised flat and then buy an EC from a developer
where the land sale was launched on or after 9 December 2013.
Half-resale levy for Singles Grant recipients
If you are Singles Grant recipient, you only need to pay half the resale levy amount when you subsequently form a family and buy a second subsidised flat.
Payment of resale Levy
The resale levy payable is determined at the point you book your second subsidized flat. It applies regardless of ownership type (joint tenancy or tenancy-in-common) or shared. Interest in the flat. Payment must be made using your flat sale proceeds and/or cash. HDB Housing loan will not be extended to the payment of resale levy.

Ownership Of Local & Oversea Private Property
For an EC flat application, all the listed owners and essential occupiers must
not own, dispose, or have an estate or interest in any other local or overseas
property:
● Within 30 months before the date of the EC application, and up to the date
of 5 Years MOP
● The properties considered in this instance include but are not limited to:
- HUDC flats (privatized and non-privatized)
- Properties acquired by gift
- Properties inherited as beneficiaries under a will or as a result of the Intestate
Succession Act - Private property
- Properties owned, acquired, or disposed through nominees, regardless of
properties’ location
Ownership Of Commercial Properties
● Commercial properties owners might be allowed to apply for EC.
● Need to submit an Appeal Letter to Developer, Property Questionnaire Form, S&P of property & Valuation Report. (HDB usually take a longer time to approve such case)
● Do take note on the MSR if these properties are still under mortgage.
